First of all, mix the baking soda and the hot water together and stir until the baking soda disappears. Then, add the remaining ingredients and mix thoroughly with an electric mixer until smooth. Next, spoon the batter into the cupcake liners (filling about 3/4 of each liner). Then, bake the cupcakes for approximately fifteen to twenty minutes, checking on them after fifteen minutes (mini muffins should be baked about twelve to fifteen minutes). When the cupcakes have cooled frost them with chocolate frosting and then decorate them.
