To do this combine whip topping mix and one package of vanilla pudding. Mix this together and add a teaspoon of blue food coloring to mix it the perfect shade of blue. Then use the icing for the Election Day cupcakes and refrigerate the red, white and blue cupcakes until the Election Day party.
